When fall settled in for 1858, the Mughal Emperor once again turned his attention to internal affairs. The alliance of Indian rebel kingdoms allowed the Mughals to begin consolidating their power further. In Allahabad, representatives from other kingdoms that began rebellions agreed to create a united alliance to fight the British. Emperor Bahadur Zafar noticed the instability that was being created within his allies, and amended this by holding a conference in Allahabad. In doing this, they needed to put down the smaller rebellions, and they did this by pinning these rebellions against each other. Until then, the BEIC resorted to attempting to defend their remaining holdings from the Mughal forces. However, when reinforcements did arrive, Charles Canning began preparing for a great counter-offensive against the Mughals and other rebel forces. These reinforcements were given grudgingly by Britain who felt that the BEIC's ventures would produce inadequate profit for it's cost. After the fall of Delhi to Mughal forces, the British Empire began to pay serious attention to India and gave reinforcements to Charles Canning of the East India Company.

Some of these rebellions loosely allied themselves with the Mughal Empire, and allowed the Mughals to begin a minor campaign to take territory within the central Hyderabad region of the Indian sub-continent.

The offensive began, and in the mean time, a series of non-Mughal rebellions began within Bengal and Southern India in what would become known as the ''Indian Spring''. With the arrival of Spring, Emperor Bahadur Zafar ordered his high general Birjis Qadr to begin an offensive towards Delhi. The unity of Hindus and Muslims would be the key to success with the rebellion, as it would challenge the divide-and-conquer strategy of the British East India Company. The Empire was made on the political establishment that Hindus and Muslims would be of equal status, this of which was put into reality by the formation of the Imperial Civil Council which contained religious representatives. This army was the Royal Army of the Mughal Empire. This allowed the rebels to begin consolidating their power, and the sepoys formed their new army with approval of Emperor Bahadur Zafar. During the Fall and Winter, the political system of the 2nd Mughal Empire continued to be organized and measures were taken to keep the new Empire stable. Bahadur Zafar began mobilizing to prepare for a new offensive at the end of winter, recruiting soldiers, organizing an Indian economy so rifles could be produced, and much importantly, creating a centralized government by declaring the 2nd Mughal Empire on September 13th. Initially a small rebellion, the East India Company's army struggled to contain the rebellion throughout the summer and by fall, the sepoys and taken much of central-northern India. Lakshmibai and Bahadur Shah Zafar used their positions as royals of the once dominant empires to gain support throughout India. Lakshmibai, a Maratha royal, along with Bahadur Shah Zafar, a Mughal royal, quickly became the leaders of this sepoy rebellion. On May 10th, 1857, a group of sepoys within the town of Meerut in India began a mutiny to rebel against the British East India Company. 6.2 2nd Maratha Empire (Rebel Government).
